This seems to be a letter to the editor of the Sun Sentinel about a previously published article (but not linked to the letter... why not?) who had a bad experience at the U.S. Embassy in Montevideo.This is of course a no-brainer. First, look at the U.S. Embassy in Montevideo, there is nothing about its appearance that would give you the idea that it is a friendly place to go. Second, look at the U.S. Government and you again don't find a friendly organization.
Putting them together isn't likely to change both appearances around.
Of course, the U.S. Embassy could make things a bit more user friendly. For example, immediately after passing through security, metal detectors, etc you walk just 20 yards and again are getting with security and a metal detector. There's no point in putting your belt back on (unless your pants are likely to fall down, trip you and give everyone waiting in line an unexpected show).
On the bright side, once you do get into the American Services department there is often no one ahead of you in line...
