When President Tabaré Vázquez took office in 2005 he said that his government would meet human rights needs, but according to some critics his public safety policies was not felt by the people. A member of Legal and Social Studies Institute of Uruguay, that consists of human rights lawyers Luis Pedernera said that Uruguayan have no problems in terms of violence but the penal system by definition breaks community ties.
