The conflict between Uruguay and Argentina over a pulp mill built by the river bordering the two countries has gotten so big and controversial that the Argentine government already approached the International Court of Justice for help.
Meanwhile, Uruguay is now preparing its defense that it will submit to the ICJ. Representatives of Uruguay mentioned that the plant meets international plant standards.
