El Monarca have something to be proud of from standing by itself and building a town by itself. The neighborhood in El Monarca have emerged in the year 1995 where a small group of homeless occupies an abandoned land on the outskirts of Montevideo. This families have cut down the fence and divided the land for each family and marked the empty land to prevent a family from owning more than one lot.
While the country is busy on the Millenium Development Goals, citizen in El Monarca are on their way to establishing their own town. The town now have facilities like piped water, electricity, and telephone lines, the garbage was also collected by the municipal collector.
